You build elements in the three regions of the city to complete patterns in your hands. A good combination of tile placement and map management can result in very impactful turns, completing multiple maps and further expanding the city. Interaction between players is important because all players build the same board and can benefit from what others have built in their previous turns.

You try to build the most harmonious city possible, because that will be essential for your score: at the end of the game you score the regions where you have your two highest scores, but you triple the score of your lowest scoring region. So be alert! Even if it is tempting to build in regions that are more developed and where you have already scored a lot of points, if you don't start developing the other regions, you won't be able to win the game.
