At the start of the game, the invaders are at panic level 1. They are not afraid of the island and probably don't even know about the existence of the spirits. To win, you must completely clear the island of invaders. Earning Fear Cards will help you reach new levels of Panic with easier victory conditions. If you meet the current victory condition at any time, you win immediately. The invaders have then taken more than they can handle and all leave the island.
