Seine Hauptaufgaben waren das Bewegen und Verteilen von Erdmassen, Schotter und ähnlichen Materialien, sowie das Herstellen von Böschungen und planebenen Flächen.

Er konnte auch zum Aufreißen von Erdreich, Straßen und Wegen und zum Einebnen von Transportwegen auf großen Baustellen eingesetzt werden. Im Tagebau wurden mit dem Gerät Schienenbettungen hergestellt. Gegenüber herkömmlichen Methoden bot der Motorgrader einen hohen ökonomischen Nutzen und steigerte die Arbeitsproduktivität. Der SHM 4 E Elch wurde ab 1959 vom VEB Baumaschinen Gatersleben produziert, die Serienfertigung erfolgte jedoch beim VEB Industriewerk Halle-Nord. Er hat zwei Achsen, Allradantrieb und Allradlenkung, wobei Vorder- und Hinterachse unabhängig voneinander gelenkt werden können. Der kleinste mögliche Wendekreis beträgt bei Allradlenkung nur 12 Meter. Aufgrund der unabhängigen Allradlenkung ist ein versetztes und seitliches Fahren möglich.

Angetrieben wurde der Motorgrader von einem 6-Zylinder-Dieselmotor mit 120 PS. Er wurde auch in der NVA unter der Bezeichnung AG 120 eingesetzt (AG 120 = Autograder mit 120 PS).
