The blue stem starts this wonderful Pez dispenser off as it transitions into the main face/head. The dispenser is decorated in a black and white penguin face adorned with a red hat. The head itself consists of a standard Pez head but what is different is the attached whistle that actually works. The whistle sounds more like a screech than a whistle but it is amazing nonetheless.
